The bottom line
Size a flail mower from the maker's published tractor HP range, minimum and maximum, plus hitch category and tractor weight. Don't size from width alone. Flail ranges have a published maximum HP (a ceiling): a 60-inch Befco H40-S60 is rated 20–40 HP, a Titan 3-point flail 30–60 HP, a Land Pride FM2560 33–80 HP, so more tractor can be outside the range too. Most makers don't say whether their range means engine or PTO HP. Check both of your tractor's numbers against the range, and if one is inside the range and the other is outside, ask the maker. Among these examples, the Kubota L2501 4WD HST (24.8 engine / 19 PTO HP, Cat I, 2,623 lbs) has both numbers inside the Befco H40-S48 (16–40 HP) and Frontier FL1045S (15–45 HP); its 19 PTO HP is below the 20 HP floor of the H40-S60 and FL1053, so ask the maker. The John Deere 3038E (37.2 / 30 PTO HP, Cat I) lands inside Frontier's 25–45 HP FL1061 range. The Kubota MX6000 (63.4 / 51.8 PTO HP, Category I & Category II, 4,268 lbs) lands inside the 72-inch Land Pride and Befco H70 classes but both its numbers are over the Befco H40-S's 40 HP maximum. Tractor Primer for the Market Farm (Wisconsin School for Beginning Market Growers, 2013; hosted by UConn Extension) puts flail mowers at 5–10 HP per foot, with the upper end for thick, dense cover crops. Treat that as a starting estimate, never instead of the maker's range.

Floor and published maximum: why a flail has a max HP
A flail mower is a driven implement: a gearbox and rotor take shaft power, so makers publish a minimum and a maximum. Land Pride rates the FM25 gearbox at 80 HP, and its operator’s manual 333-138M says: “Tractor horsepower should be within the range noted below. Tractors outside the horsepower range must not be used.” Titan lists a gearbox rating of 65 HP on its 3-point flail and a tractor band of 30–60 HP. Befco’s H40-S family tops out at 40 HP; Frontier’s compact FL10 family tops out at 45 HP. Running a tractor above the maker's maximum is outside what the maker supports. Read the maker’s minimum and maximum together.
Engine HP vs PTO HP for a flail
A flail is driven by the PTO, so the power that matters is what reaches the rear shaft. Spec sheets can list engine, PTO or drawbar horsepower (the Tractor Primer glossary). Engine HP is always the higher number, so don't treat it as implement power. When a flail maker lists only “HP”, check both your engine and PTO figures against the range, and ask the maker if one is inside the range and the other is outside. See our PTO horsepower vs engine horsepower guide.
Width, material, and the 5–10 HP/ft rule of thumb
The Tractor Primer Table 1 lists “Flail Mower — 5 to 10 hp per foot; upper end of range is best esp. if cutting thick, dense cover crops.” Footnote 1 of that table says the figures assume a standard 2-wheel-drive tractor and that horsepower requirements will be reduced by as much as half with 4-wheel drive, with actual needs varying by soil type and traction. That 5–10 HP per foot row is a starting estimate, not a maker rating. The maker’s published min–max still wins. If the maker doesn't list your width, ask the maker rather than estimating between sizes.
Hitch category and tractor weight
Match the flail’s published hitch to the tractor’s hitch category. Compact Befco H40-S and Frontier FL10/FL11 rows in the table are Cat. 1; Land Pride FM2560 is Cat. I; FM2572 and FM2584 are Cat. I & II; Befco H70 is Cat. 1 & 2. Frontier also publishes a minimum tractor weight per model. Frontier lists a higher minimum tractor weight for its offset and side-shift compact models (2,600 lbs) than for its fixed models (1,400–1,550 lbs). Compare that floor to the tractor’s operating-weight Fact: the L2501 4WD HST at 2,623 lbs clears the FL1053 1,400 lbs minimum. On FL1045S (2,600 lbs minimum) the 2WD manual is 2,425 lbs, which is under that floor, and the 4WD manual is 2,601 lbs, 1 lb above that floor, so confirm with the maker before relying on it; the 3038E at 2,668 lbs clears the FL1163/FL1169 2,600 lbs minimum. The 3038E’s 30 PTO HP is at the FL1163’s 30 HP floor. On the FL1169 (35–55 HP) it straddles: its 37.2 engine HP is inside, its 30 PTO HP is below, so ask the maker. See Category 1 3-point hitch explained.
Flail vs bush hog vs finish mower
This is not a ranking. The Tractor Primer glossary defines a flail mower as many free-swinging, L-shaped knives attached to a horizontal shaft, and says a flail mower chops cover crops in small pieces. A brush hog / rotary mower uses blades that spin perpendicular to the ground for dense stands, brush, and saplings. A finishing mower is a rotary mower designed to cut a lawn. Size each tool from its own maker sheet. For rotary-cutter horsepower see how much horsepower for a bush hog; for turf decks see how much horsepower for a finish mower. Pasture and clearing jobs still start with the implement sheet, then the tractor profile — see best tractor for mowing pasture and best tractor for land clearing.
How the example tractors sit on those ranges
These are paper comparisons on cited numbers, not a compatibility verdict. The L2501 4WD HST engine figure 24.8 sits inside Befco H40-S48 (16–40 HP) and H40-S60 (20–40 HP) and Frontier FL1053 (20–45 HP). Its PTO figure 19 is below the H40-S60 and FL1053 20 HP floors while its engine figure is inside, so which rating the maker means decides it. Call those pairings unknown and ask the maker. Both its engine (24.8) and PTO (19) figures are below the FL1061's 25 HP floor. The 3038E engine 37.2 and PTO 30 both sit inside Frontier FL1061 (25–45 HP) and Titan 30–60 HP (PTO right at the Titan floor). Land Pride FM2560 (33–80 HP): engine is inside, PTO 30 is below, so it straddles — ask the maker. The MX6000 engine 63.4 and PTO 51.8 both sit inside Land Pride FM2572 (42–80 HP) and Befco H70-072 (35–70 HP). Both numbers are over the Befco H40-S 40 HP maximum and the Frontier FL10 45 HP maximum. Titan 30–60 HP: PTO is inside, engine is over, so it straddles — ask the maker. Confirm hitch and weight on the same sheets. How to match implements to your tractor walks that checklist.
Sources and measurement authorities
Maker min–max ranges, hitch labels, gearbox ratings, PTO rpm, and Frontier tractor-weight minimums come from the maker sheets in the table above. Land Pride operator’s manual 333-138M is the source for “Tractor horsepower should be within the range noted below. Tractors outside the horsepower range must not be used” and for “Minimum horsepower requirements will vary depending on speed, terrain, material load, and material moisture content.” The 5–10 HP per foot row and the 2WD / 4WD caveat are the Tractor Primer Table 1 and footnote 1 only. Engine vs PTO vs drawbar language is the Tractor Primer glossary.
FAQ
- What size flail mower for a 25 HP tractor?
- Use maker ranges whose published minimum and maximum include 25: Befco H40-S48 (16–40 HP), H40-S60 (20–40 HP), H40-S72 (25–40 HP), and Frontier FL1045S (15–45 HP), FL1053 (20–45 HP), and FL1061 (25–45 HP). 25 sits at the floor for H40-S72 and FL1061. Frontier also publishes tractor-weight minimums (1,400 lbs to 2,600 lbs in that compact set). On FL1045S (2,600 lbs minimum) the 2WD manual is 2,425 lbs, which is under that floor, and the 4WD manual is 2,601 lbs, 1 lb above that floor, so confirm with the maker before relying on it. Makers usually do not say engine vs PTO — check both of your tractor’s numbers and ask the maker if one is inside the range and the other is outside.
- Can a tractor be too big for a flail mower?
- Yes. Every maker in the table publishes a maximum as well as a minimum. Land Pride operator’s manual 333-138M rates the FM25 gearbox at 80 HP and says tractors outside the horsepower range must not be used. Titan lists a 65 HP gearbox and a 30–60 HP tractor band. Befco H40-S tops out at 40 HP; Frontier’s compact FL10 family tops out at 45 HP. Size from the published min–max, not from “more tractor is safer.”
- Is the flail HP range engine or PTO horsepower?
- These makers usually do not say. The flail is PTO-driven, so check both the tractor’s engine HP and PTO HP against the published range. If one number is inside and the other is outside, ask the maker. Treat an unlabeled maker “HP” as unconfirmed for both engine and PTO.
- How many HP per foot does a flail mower need?
- The Tractor Primer for the Market Farm Table 1 puts flail mowers at 5 to 10 hp per foot, with the upper end for thick, dense cover crops. Footnote 1 says those figures assume 2-wheel drive and that 4-wheel drive can cut the need by as much as half. That is the Tractor Primer row, not a maker rating. The maker’s published min–max still wins.
- Flail or bush hog for rough grass?
- Use both horsepower guides rather than a “better” ranking. The Tractor Primer for the Market Farm glossary defines a flail as many free-swinging, L-shaped knives on a horizontal shaft that chops cover crops in small pieces; a brush hog / rotary mower uses blades that spin perpendicular to the ground for dense stands, brush, and saplings. Size each tool from its own maker sheet.
Read PTO vs engine HP, then match the implement sheet
A flail is PTO-driven and makers publish a minimum and a maximum. Start with the PTO vs engine guide, then the hitch-matching framework, then the three example tractor profiles.
